Implementation of Scheme in the State
The Management Structure consists of Central, State and District level for the effective implementation and monitoring of the Scheme.
The Inter-Ministerial Empowered Committee (IMEC) at the Central level chaired by the Hon’ble Minister for Food Processing industries (MoFPI) for guidance and overall direction for implementation of the Scheme. A Project Executive Committee (PEC) and National Programme Unit is constituted for undertaking administrative function and regular monitoring at the operational level.
As per the Scheme, Government of Kerala has constituted a State Level Approval Committee (SLAC) chaired by the Chief Secretary with members from various Departments and Organisations.
The Industries Department is the State Nodal Department and Kerala Bureau of Industrial Promotion (KBIP) is the State Nodal Agency (SNA) for implementing the Scheme in Kerala.
The Director of Industries & Commerce is the State Nodal Officer (SNO) of PM FME Scheme in Kerala.
Kerala Agricultural University (KAU) at Thrissur is recognized as the State Technical Institute (SLTI) for Capacity Building under the Scheme along with four Private Training Partners.
A District Level Committee (DLC) chaired by the District Collector with General Manager of District Industries Centre, District Agriculture Officer, District Head of the Nodal Department etc., is constituted for the successful implementation of the Scheme in the State at the district level.
The District Industries Centres (DICs) under the Directorate of Industries & Commerce is functioning as the District Nodal Points to facilitate the Micro Food Processing Enterprises. A Nodal Officer is nominated in each District Industries Centre for collecting and processing applications received from individual and group micro enterprises, from their respective District to avail the benefits of the Scheme.
Also, 215 District Resource Persons (DRPs) are engaged in 14 Districts for providing handholding support to the beneficiaries at the District/Regional level for PM FME Scheme. DRPs provide support to Individual Units and Groups for preparation of DPR, for getting Bank loan sanctioned, supports for obtaining necessary registrations and Licenses including food standards of FSSAI, Udyog Aadhar, GST etc.
